The City of New London’s Office of Community and Economic Development will accept applications from its small businesses for the SERG 2.0 Program from January 13-26, 2021. Grants will help provide short term assistance to small businesses for utility bills in amounts ranging from $500- $1500.

Applications will be available in both English & Spanish on the city website and online.

Cares Act: Small Business Administration Programs (SBA)

  • Payroll Protection Program: NOW OPEN

Key Payroll Protection Program updates from the Small Business Administration (SBA) & U.S Department of the Treasury include:

  • PPP borrowers can set their PPP loan’s covered period to be any length between 8 and 24 weeks to meet their business needs best;
  • PPP loans will cover additional expenses, including operations expenditures, property damage costs, supplier costs, and worker protection expenditures;
  • The Program’s eligibility is expanded to include 501(c)(6)s, housing cooperatives, direct marketing organizations, among other types of organizations;
  • The PPP provides greater flexibility for seasonal employees;
  • Certain existing PPP borrowers can request to modify their First Draw PPP Loan amount; and
  • Certain existing PPP borrowers are now eligible to apply for a Second Draw PPP Loan.
    • A borrower is generally eligible for a Second Draw PPP Loan if the borrower:
      • Previously received a First Draw PPP Loan and will or has used the full amount only for authorized uses.
      • Has no more than 300 employees; and
      • Can demonstrate at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020.

The Shuttered Venue Operators (SVO) Grant program

Established by The Economic Aid to Hard-Hit Small Businesses, Non-Profits, and Venues Act, signed into law on December 27, 2020. The program includes $15 billion in grants to shuttered venues, to be administered by the Small Business Administration’s Office of Disaster Assistance.

  • Eligible entities include:
  • Live venue operators or promoters
  • Theatrical producers
  • Live performing arts organization operators
  • Relevant museum operators, zoos and aquariums who meet specific criteria.
  • Motion picture theater operators
  • Talent representatives, and
  • Each business entity owned by an eligible entity that also meets the eligibility requirements.
  • Other requirements:
  • Must have been in operation as of Feb. 29, 2020.
  • Venue or promoter must not have received a PPP loan on or after Dec. 27, 2020.

Arts, Culture, and Community Funding & Resources


  • One Fair Wage Emergency Fund: Restaurant workers, gig workers and other hourly workers are facing unprecedented economic hardship from the coronavirus crisis.  It’s our turn to serve them.
  • Another Round, Another Rally: $500 relief grants for hospitality workers who lost their jobs or had their hours slashed in the wake of the COVID-19 outbreak.

Spanish application:

  • Southern Smoke Emergency Relief Program provides emergency funding to those employed by or own restaurants or bars or are employed by a restaurant or bar supplier that are faced unforeseen expenses that cannot or will not be covered by insurance. We stand with those in our community and are committed to “taking care of our own”.


  • The PBA COVID-19 Relief Fund: Will provide $500 to licensed beauty professionals who are unable to work due to COVID-19. The funding, if awarded to you, is intended to be emergency aid for short-term immediate needs such as food and bills.
